Director of Operations
The post is to be based in Yangon and opened to external candidates and advertised globally.
The role: Primarily responsible for the delivery of strategic financial management and programme information through the provision of quality information. This position will also lead on Oxfam’s engagement with the Government in Myanmar and ensure the business support functions within Oxfam in Myanmar efficiently and effectively support the country program (OCS) for all Oxfam affiliates with funding in Myanmar.

Staffs reporting to this post: Direct line management for 6 staff and indirect line management for up to 18 staff. Dotted line management for all decentralized operations staff working in Rakhine and Kachin.

KEY RESPONSIBILITIES:
- Contribute to strategic leadership of Oxfam in Myanmar as part of the Country Leadership Team
- Lead on Oxfam in Myanmar’s engagement with the Government of Myanmar by ensuring Oxfam has strong relationships with relevant Ministries.
- Support to Country Director by leadership (strategic and operational) of all the business support functions, including: Finance; Administration, Logistics; Information Technology (IT); OPAL; and Funding.
- Provide deputizing role as acting Country Director when necessary. Part of the Business Regional Management Team.
- Ensure best practices are in place, maintained and updated as needed to meet compliance standards across all the affiliates providing funding to Oxfam in Myanmar and their relevant back donors.
- Actively practices and support mentoring, succession planning and management development within scope of responsibility and region.
- Business partnering with high level analysis and advice to Country Leadership Team on the operations area.
- Management of the Operations unit including coaching and developing staff.
- Actively implement Oxfam’s diversity policy in the recruitment and employment of staff.
- Contributes to collective management at top level with collaborative and matrix ways of working, specifically with field offices.
- Draw up budgets for all projects and activities, manage spending within budgets, and provide justifications for variances to all affiliates providing funding to Oxfam in Myanmar.
- Support and share key learning through different methods and help to create an environment for innovation.
- Leadership of business planning and reporting cycle and improvements, including planning, forecasting, budgeting, and financial analysis for the country.
- Leads on legal and administration of the country.
- Contribute to emergency responses within the overall regional emergency response plan.
- Producing and ensuring implementation of support function procedures for the Country.
- Identify and monitor risks to programme, and take appropriate courses of action.
- Ensure staff follow security procedures and work with the security focal point to develop guidelines in the event of serious security risk.
- Support and share key learning through different methods and help to create an environment for innovation.
SKILLS AND COMPETENCE:
- Highly developed analytical and problem solving skills.
- Proven senior management experience.
- Qualified Finance Manager with relevant degree. MBA desirable.
- Experience of strategic design, planning and implementation
- Proven high level of financial management skills and high level human resources management skills
- Ability to influence senior managers and peers over a wide range of issues.
- Ability to develop close working relationships with internal and external stakeholders.
- Strong communication skills including the ability to deliver complex and technical messages in simple terms.
- Experience of working in highly complex political environments. Direct experience of Myanmar is desirable.
- Behavioral role model for peers and fellow team members.
- The ability to adapt to different cultures. Experience of working in Asian cultures desirable.
- Must demonstrate commitment and sensitivity to gender issues.
- Experience of working in insecure environments and of implementing security policies
