The post is to be based in Myitkyina and opened to Myanmar National and advertised nationwide.

KEY RESPONSIBILITIES:

Financial Activities
  • Develop thorough knowledge, with DPP Finance Coordinator and Kachin Finance Officer technical support, of EC DEVCO project implementation, reporting procedures and contract compliance as well as Oxfam internal policy and procedures
  • Build positive and constructive relationships with Implementing Partner finance staff in order to works directly with project IP’s (at minimum 6 and up to 24) to accompany and support them on a regular basis with regard to their financial management (accounting, budgeting and documentation)
  • Lead responsible for documentation checking (on anything more frequent than quarterly basis) as well as review of reconciliation as part of regular monitoring and ensure complete records and archiving of Partners and Third Parties report and supporting documents for EU compliance and Oxfam requirements
  • Assist DPP Finance Coordinator by leading initial and regular checks in order to review and consolidate Partners liquidation statement, financial transaction, books of account, policy process and internal control to ensure quality and complete documentation
  • Assist and coordinate with DPP Finance Coordinator to follow up the project related reports including quarterly reports and project EVR and Audit
  • Support to DPP Finance Coordinator during regular monitoring visits
  • Maintain documentation of expenditure, vouchers and related financial records for Oxfam DPP Project on a monthly basis
  • Ensure all payment requests from Myitkyina office have the necessary documentation and approvals before processing the payment including verification that all cash and cheque payment vouchers are coded correctly, proper approval signature, all relevant documents are attached and include a stamp of payment.
  • Ensure systematic filing system for Cash and supporting documents in sequential order and all files are place in the secure place (to avoid unauthorized access of documents)
  • Assist in budget review and year end exercise and closely work with partner finance staff as needed
  • Support DPP Finance Coordinator and Kachin Finance Officer in necessary areas and carry out the duties as assigned by them

 

Administrative Activities                                                                            
  • Assist DPP Kachin project team necessary arrangement in Kachin State for the travel for all staff, mission visits, mission schedule, meeting arrangements
  • Support on registration and filing of the documentation and correspondence of the (core) processes, in line with applicable procedures
  • Maintain positive & professional relationship with line ministry to support visa & TA arrangement as required at state level
