Senior Governance Programme Manager

The role: To lead on the oversight management of Oxfam’s local governance projects that contributes towards the goal of the Governance Programme, and strategic direction of local governance programming in Myanmar. To develop and maintain high quality relationships, networks and partnerships, and engage in substantial representational and policy work collectively designed to elicit sustained pro-poor change.

The position will oversee the management of three projects for Oxfam (1) the EU funded Social Accountability Project, a four year Euro 2 million project working in partnership with two local partners and financial and technically supporting 25 CSOs in four states/ regions, with a team of1 Program Manager and 3 Programme Officers (2) the UNDP funded Township Democratic Local Governance Project [TDLG], a 2.5 years $1.9 million project which will support local authorities to develop and support participatory annual planning, organizational, institutional and operational processes and enhance public service delivery capacity as well as to learn and generate lessons for policy dialogue and development with regard to democratic local governance and fiscal decentralization more generally. This project will be implemented directly by Oxfam through a team of 10 township planning officers, 1 Program Manager and 1 conflict advisor. (3) the SIDA funded Fiscal Accountability for Inequality Reduction (FAIR) contract, a Euro 300,000 3-year project as part of an Oxfam Novib led global programme with SIDA, which will in Myanmar both co-finance the Social Accountability project and deliver a new set of tax programming activities.
